Director of Government Affairs

Reports to: President

Position Summary:

The Director of Government Affairs provides legislative and regulatory advocacy and political expertise on issues affecting CNCDA dealer members. The position is responsible for a broad range of issue areas including employment, transportation, automotive repair, zero-emission vehicles, autonomous vehicles, industry disruptors, privacy, advertising, and a broad range of other general business-related policies. This position will actively collaborate as a team member with other CNCDA staff members and manage the Association’s Legislative Committee and Political Action Committees. This person will manage the fundraising, tracking, and disbursement of funds for CNCDA’s various political committees and is expected to represent CNCDA at political events where CNCDA has contributed. This person will also work closely with the CNCDA legal and public affairs departments to be a resource and provide guidance to members, staff, and selected committees. Advocacy responsibilities include sponsoring, promoting, and opposing legislation, reviewing and monitoring legislation and regulations, preparing position letters and comments, providing testimony, actively participating in various legislative coalitions, and other aspects of legislative and regulatory advocacy.

Responsibilities:

  • As a registered lobbyist, analyze, draft, and advocate for and against various legislative and regulatory proposals.
  • Responsible for all legislative and regulatory matters, including tracking bills and regulations; attending meetings, hearings, and workshops; and preparing and articulating CNCDA positions via letters, meetings, and hearing testimony.
  • Monitor and identify issues and problems of legislative and regulatory importance to CNCDA dealer members. Analyze and research those issues and/or problems to develop strategies for legislative and regulatory solutions.
  • Monitor and identify state budget policies affecting franchised new car dealers and develop strategies to oppose any proposals that may adversely affect CNCDA dealer members.
  • Manage the filing of quarterly lobbying disclosure reports.
  • Manage the CNCDA Legislative Committee.
  • Manage CNCDA PAC contributions, solicitation, distribution, and reporting.
  • Attend and track fundraisers, develop and manage approved PAC budgets, and manage the filing and maintenance of PAC financial statements.
  • Manage high-level PAC donor tracking, recognition, and benefit distribution.
  • Collaborate on political activities with outside organizations.
  • Regularly draft Bulletin articles and Dealer Alerts on various legislative, regulatory, and political issues, act as lead author of the annual New Law Summary produced for dealers at the end of each legislative session.
  • Prepare timely written guidance regarding enacted legislation and regulations for dissemination to CNCDA dealer members.
  • Prepare and present content at seminars.
  • In charge of the planning and implementation (in conjunction with the Director of Education & Events) of annual legislative advocacy day, including speaking in front of 150+ dealer members, sponsors, and business and legislative leaders.
  • Maintain and strengthen CNCDA’s image through exceptional advocacy and political efforts.
  • Function as positive and contributing member of the CNCDA team.
  • Perform other duties as assigned.

Qualifications:

  • Bachelor’s degree required; Juris Doctor preferred.
  • 3+ years of work experience in policy and/or government affairs role required.
  • Experience with a PAC preferred.
  • Excellent written and verbal communication skills.
  • Comfort with public speaking.
  • Strong research and analytical skills.
  • Experience writing and managing outreach materials.
  • Organized and detail oriented.
  • Results-oriented.
  • Self-motivated with a professional and friendly demeanor.
  • Effective people management skills.
  • Team player with ability to balance multiple projects simultaneously.
  • Positive attitude.
  • Quickly absorbs and adapts to change.
  • Some travel required during various times of the year, primarily within California.
  • Management experience a plus.
  • Skilled at using Microsoft Word, PowerPoint, and Outlook.
  • Knowledge of the automotive industry and/or dealership business a plus.
