Assembly Business, Prof. and Consumer Protection - 2 yr. bill
Mandates new car dealers and consumers use Electronic Vehicle Registration (EVR) for all eligible transactions beginning July 1, 2012.  Increases cap on document processing charge to $75 to help cover costs of mandate and other government imposed burdens.  Reduces time when vehicles can drive with ROS in windshield to 90 days.

Allows counties to assess their own Vehicle License Fee up to 2%, subject to voter approval, creating administrative chaos for dealers.

Updates dealer franchise laws to prohibit waiver of dealer protest rights, reduce unfair competition against dealers by factory-owned stores and prohibit mandates for use of factory approved vendors for service contracts and GAP agreements.
